It was around 300 delve haste. So it would cap anyones haste no matter what.

And now, my reaper with 250 Quickness ( 101/101 ) + RAs, 10% Melee Combat Speed, Haste Pot + Haste Buff + D/Q Pot + D/Q Buff hits as slow as a granny. Nice.
